5. Andy Richter on Andy Richter Controls the Universe. But only because he wore a puppy suit.
4. Vaughn on Alias. Mainly because he likes tough chicks without being a total wuss (he is the head of the CIA or whatever after all).
3. Dave Rygalsky on Gilmore Girls. 'Cause he's totally underhanded and tricky when it comes to getting his girl, but otherwise he's totally upstanding. Mischevious without being a jerk.
2. Xander on Buffy. He's self-deprecating and brave and when he was young he was a real hottie, in a skater kid way.
1. Jess on Gilmore Girls. Actually, he'd be a really lousy boyfriend who'd never call and always have attitude when you ask him to do the littlest thing, but for the time you're together he'd be totally passionate and into you and you could have fantastic conversations about books and music before he split town on some pseudo-Kerouac adventure.

3. Ed Chigliak from Northern Exposure - he's artsy without the fartsy, is a Shaman, has an IQ of 180 but acts totally oblivious to his intellectual gift, extremely cute and shy (always an endearing factor in my book) AND he loves the Ramones. need i say more?

David from Gilmore Girls - he's a guy who wouldn't let a girl step all over him, but he would do anything for a girl if he loved her enough....this is a difference between being enslaved and devotion out of one's own free will and burning love. David is the latter. He's a sensitive guy, with a glint of mischief that's just so appealing. Jesse can totally kiss my ass, David is the best boyfriend in Stars Hollow (And on tv). (i can't believe he's number 3 on your list!)
